    Combine beef with crushed peppercorn, soy sauce, vinegar, bay leaves, lemon, and tomato sauce. Mix well. Marinate beef for at least 30 minutes.

    Transfer the marinated beef to a pot with the remaining marinade. Add water and bring to a boil.

    Add beef stock concentrate and stir. Cover and simmer on low heat for about 40 minutes, or until tender.

    Turn the beef over, add tomato paste, and continue cooking until the beef is tender. Set aside.

    In a separate pan, heat oil and fry potatoes until browned. Fry carrots until tender. Set aside with the potatoes.

    Reserve 3 tablespoons of the oil used for frying the potatoes. Sauté onion and garlic until soft.

    Pour in the beef cooking sauce, bring to a boil, add the beef back, and cook for about 2 minutes.

    Add butter and melt, cooking until the sauce reduces by half.
