Steps

    Marinate the beef in soy sauce, lemon, and ground black pepper for at least 1 hour (overnight recommended).

    Heat oil in a pan and sauté half of the onions until soft; set aside.

    Drain the marinade from the beef. In the same pan, pan-fry the beef for 1 minute per side; remove and set aside.

    Add more oil if needed; sauté garlic and the remaining raw onions until softened.

    Pour the remaining marinade and water; bring to a boil.

    Return the beef to the pan; cover and simmer until tender, adding water as needed.

    Season with ground black pepper and salt to taste; top with reserved onions.

    Transfer to a serving plate and serve hot.
