    Make the pastry dough by mixing flour, salt, and turmeric in a large bowl. Cut the butter into the flour until crumbly, then gradually add ice water in 2–3 tablespoon increments until the dough comes together. Chill the dough for 30 minutes, either as two large pieces or as 10–12 individual pieces.

    Prepare the filling: In a large bowl, combine ground beef with allspice and black pepper. Heat oil in a skillet and sauté onions, red pepper, garlic, and thyme until translucent. Add salt, then the seasoned beef and cook until browned. Stir in ketchup and adjust salt to taste. Pour in 2 cups of water and bring to a boil, then reduce heat and simmer until most liquid evaporates and the sauce thickens. Fold in green onions and cool completely.

    Assemble the patties: Beat egg and a little water to make an egg wash. Roll out dough and cut into circles. Place about 3 heaping tablespoons of filling on half of each circle, moisten edges, fold over, and seal. Crimp edges with a fork and place on a parchment-lined baking sheet.

    Frying and Serving: Preheat oven to 350 F. Brush patties with egg wash and bake for about 30 minutes, or until golden brown. Cool on a wire rack and serve warm.
